Introduced as a musician, Frisco soon became a popular character. His storyline evolved when he joined the Port Charles Police Department. Later, he joined the WSB, a fictional international intelligence agency.
Frisco's early storyline centered around his romance with Felicia Cummings. Felicia first came to Port Charles in search of an heirloom ring that Fresco had purchased. The duo initially fought and bickered but eventually fell in love and married. They were one of the show's iconic couples.
Frisco and Felicia had two daughters, Maxie and Georgie, though his work with the WSB often kept him away from his family. His career put additional stress on his marriage, ultimately causing separation.
Frisco's role in the WSB involved many foreign missions that were seldom without danger and usually involved major plot points regarding espionage and international crime. His character was written out of the show several times as he went undercover on missions or worked for the WSB.
Despite his exits, Frisco made several notable returns to the show. He returned from 1994 to 1995 and then briefly in 2013. Frisco tried to pick up where he had earlier left off with Felicia, who by then had fallen for Mac Scorpio. Felicia eventually ended up with Mac instead of Frisco, ending their romantic storyline.
Notably, after 2013, Frisco was never seen again on the show, and his character remained off-screen. His exit storyline was left very open-ended, as it established that Frisco was still working with the WSB but was staying away from his family in Port Charles. On December 29, 2014, Frisco was mentioned as the new head of WSB.
