Star Trek: Section 31: Plot of the television film
Star Trek: Section 31 starts with a flashback showing a young Philippa Georgiou (Miku Martineau) fighting to survive in a harsh competition to become the emperor of the Terran Empire. Georgiou is ordered to kill her family members to take the throne.
She coldly removes anyone who stands in her way, including her close friend San (James Huang), who ends up becoming her servant. In the Prime Universe, Georgiou now runs a bar called Baraam, outside of Federation space, using a different name. This is years after her close call with death in Star Trek: Discovery.
When Section 31 hires Georgiou to find a bioweapon called the "Godsend," she has to face her past. The weapon, designed during her reign in the Terran Empire, has the potential to incinerate entire quadrants. During the mission, a masked person steals the device.
Later, it is revealed that the person is San (James Hiroyuki Liao), who was thought to be dead for a long time. San wants to use the weapon to bring the Terran Empire into the Prime Universe and take control over it.
As two ion storms risk opening a way between the universes, Georgiou and her Section 31 team hurry to get the weapon back. Problems occur when it's revealed that Fuzz (played by Sven Ruygrok), a Section 31 agent, is secretly working with San.
In the final battle, Georgiou faces San, who rejects her request to make peace. With her team—Quasi, Rachel and Alok—Georgiou gets the Godsend to stop a disaster between dimensions.
By the end of the film, Georgiou accepts her role in Section 31, comes to terms with her troubling past, and decides to protect the Federation. The movie concludes with a new mission, hinting at more adventures for this secret Starfleet team.
