Outlander fans have been speculating about Jamie Fraser being a ghost since the pilot season of the ongoing series. Unlike his wife Claire, Jamie can't travel through time. However, earlier scenes in the series, which is currently at the tail end of its seventh season, have noted Jamie's spectral presence in alternate timelines.
It begs the theory that while Jamie's physical body can't time travel, his ghost can, as evidenced by Frank Randall seeing him in Inverness in the 1940s. So, yes, Jamie appears as a ghost in some parts throughout the Outlander series.
Diana Gabaldon, who wrote the book series that inspired the Starz TV show, confirmed that it was Jamie's ghost whom Frank saw. However, the reason for Jamie Fraser's ghost's time-traveling abilities remains a mystery.

Jamie Fraser's ghost first appeared in the Outlander pilot episode
For those who need a refresher, Jamie Fraser first appeared as a ghost in the first episode of the Starz show's season 1, titled Sassenach. Claire and her then-husband, Frank Randall, were on holiday in Inverness, Scotland, when the latter spied a man standing outside the square and staring up at Claire as she brushed her hair by the window.
The man Frank saw was wearing a kilt, satchel, coat, and a tam (Scottish cap) paired with below-the-knee leather boots. After realizing that the man was looking at his wife, Frank approached him to ask if he could help him with something. Jamie's ghost turned and disappeared in thin air with a whoosh. At the same time, the bathroom light where Claire was flickered.
Frank later told her about what had happened, saying that Jamie's ghost, although he didn't know it was Jamie, "just vanished" and that he felt a chill down his spine.
Diana Gabaldon confirmed it was Jamie's ghost whom Frank saw
For those who weren't convinced that it was Jamie's ghost whom Frank saw and talked to, Diana Galabdon confirmed it in the FAQ section of her website. She wrote:
"The ghost is Jamie—but as for how it fits into the story, All Will Be Explained—in the last book."
She also spoke about the mystery of Jamie Fraser's ghost on the Outlander podcast in 2014, saying that the ghost Jamie was 25 years old. That said, in Outlander season 7, Jamie is already over 50 years old, which implies that, at some point in the past, Jamie died for a while but came back.
Speaking of the "last book" in Gabaldon's Outlander series, she said in the same FAQs section that it will be the tenth book of the series. So far, Book Ten remains untitled, per Gabaldon's official website, and there's no official release date either. The author added that it would be coming out around three to five years after the ninth book's release date, which was in 2021.
So, for anyone waiting for the explanation or clarity about Jamie Fraser's ghost in the book and the series, all will be answered around sometime in 2025 to 2026.
