The first three episodes of season 2 of The Rings of Power show how determined Sauron is to rule Middle-Earth. In episodes 1 and 2, despite initial setbacks, he swings every opportunity to his advantage through his shrewdness.
For instance, he takes on the forms of Halbrand and Annatar to deceive people and have his way. By the end of episode 3, he watches on as Celebrimbor makes more rings.
