Harvey Bullock was created by Archie Goodwin and Howard Chaykin
The character of Harvey Bullock, created by Archie Goodwin and Howard Chaykin, first appeared in the 441st edition of Detective Comics in June 1974. However, there is some ambiguity regarding the actual origin of the character, as other writers have claimed to be the creator.
However, legally, Archie Goodwin is recognized as the sole creator. He took the surname of the character from jazz musician Hiram Law Bullock.
Harvey was initially introduced as a corrupt cop. However, in later editions of the comic, his character develops a sincere affinity with Commissioner Gordon and admires him for his courage. Nevertheless, he remained a clumsy fellow who could not stand the masked vigilante and especially hated his closeness with Gordon.
Donal Logue portrayed the character in Fox's series Gotham, which was the character's first live-action appearance. Previously, Harvey Bullock was voiced by Robert Jason Costanzo in other DC animated projects, including Batman: The Animated Series and The New Batman Adventures.
In Batman: Caped Crusader, Harvey Bullock is partnered with the corrupt police detective Arnold Flass, played by Gary Anthony Williams. The duo often shows up late at crime scenes. Except for the time, they caught Catwoman during one of her burglaries. However, she did manage to beat them up and run away. But Batman intervened and got her apprehended.
