The Penguin takes place one week after the events of The Batman and focuses on Oswald Cobb as he tries to take the top spot in Gotham's criminal underworld following the death of Carmine Falcone. However, he isn't alone, as a bunch of other players are gunning for the top spot, too, and he must make sure to be careful.
In The Penguin, fans were introduced to the extended Falcone family. With this, fans got to see Sofia Falcone, played by Cristin Milioti, on the show. Showcased as a psychotic killer who is always on the verge of having a breakdown, Sofia is a dangerous criminal who was shipped off to Arkham.
As a serial killer, she also earned the name of The Hangman on the show, as she killed seven women by hanging them. This is further explored in the comics, where she kills her victims and leaves a noose and Hangman puzzles by their bodies.

Exploring why The Penguin's Sofia Falcone is called The Hangman
Sofia Falcone was first introduced in Batman: The Long Halloween and was created by Jeph Loeb and Tim Sale. She is the daughter of crime boss Carmine Falcone and has quite a deranged personality thanks to her upbringing. While her father tried conditioning her to be more like him, this only made her more dangerous, and she started carrying out jobs for Carmine.
After the death of Carmine Falcone, Loeb and Sale take us to the sequel Batman: Dark Victory. In the book, another serial killer shows up in Gotham, which leads Batman to dive into a mystery once again. With Carmine Falcone dead, Sofia Falcone wishes to take revenge upon those who hurt her family and goes on a killing spree where she kills police officers every holiday of the year.
She mainly targets those who contributed to Harvey Dent's position as the District Attorney. While her identity as the killer remained unknown until the end of the mystery, she earned the name of The Hangman, as she left Hangman puzzles and a noose as clues at the site of every killing.

While it is unclear whether the show will follow this storyline to explain why Sofia Falcone received the title of The Hangman, fans can expect to see the reason in The Penguin episode 4. As per the preview, the upcoming episode will go deep into the backstory of Sofia Falcone, as well as the events that led to her being sent to Arkham in this universe.
In the show, it is already explained that Sofia Falcone was sent to Arkham as she murdered seven women and received the title of The Hangman. With this, fans can expect to see her relationship with her father, Carmine Falcone. The character, portrayed by Mark Strong on The Penguin, is expected to appear in flashback scenes.
Sofia Falcone's relationship with Oswald, before everything takes a turn for the worse, is also expected to be explored on the show. The Penguin has aired three episodes so far. Fans can tune in for the next episode, titled Cent'Anni, when it premieres on HBO and Max on October 13, 2024.
