#1 Shinsuke Nakamura
Despite being the current WWE United States Champion, Shinsuke Nakamura hasn't appeared on Smackdown in a few weeks and was left off the Hell in A Cell pay-per-view.
And yes, while it is true that Shinsuke may not be as big a star in WWE as Randy Orton, he still takes the top spot on this list due to the fact that he is the U.S Champion but isn't being used much lately, despite having many different possibilities.

WWE could have easily added Shinsuke to the Super Show-down card, whether it be a Championship match with someone else deserving a card spot like Rusev, maybe asserting himself into the WWE Championship AJ Styles vs Samoa Joe match to build up to a future match or even just appear in a segment with other stars who weren't used for a match on the card.
Regardless, Shinsuke Nakamura deserved a spot at Hell in A Cell, on Smackdown over the past few weeks and Super-Showdown.
