#7 Eric Bischoff

As mentioned earlier, Vickie Guerrero was the best General Manager in Smackdown history. However the best RAW General Manager ever easily goes to former WCW Executive Vice President, Eric Bischoff.
Eric Bischoff made his shocking debut as RAW General Manager in July 2002 and remained in the position until December 2005. Eric was easily the best non-wrestler TV character during this time, often upstaging Vince McMahon himself, who spent much of 2003 in a regular role on Smackdown, and even Paul Heyman, who also spent a number of months in 2003 - 2004 as Smackdown GM. Eric was always involved in high profile feuds with Stone Cold Steve Austin, Stephanie and Shane McMahon and John Cena, among others. Eric also introduced the "Raw Roulette" and, more notably, the Elimination Chamber to WWE TV.
Eric Bischoff hasn't made an appearance on RAW since the 15th Anniversary episode in 2007 and is long overdue for one.
