This is in accordance with the fact that Heyman is a heel manager, whereas Ronda Rousey is a babyface.
WWE is currently banking on the popularity of Ronda Rousey. If they turn her heel, it will only hurt their plans. While Ronda has shown substantial improvement in her in-ring skills, she is far behind as far as eloquence on the mic is concerned. Paul Heyman or not, a manager is a must for her.
