#2 Sheamus
Sheamus is a former multi-time Heavyweight Champion, both WWE Championship and World Championship, as well as a former Untied States Champion, 4 time RAW Tag Team Champion, King of The Ring, Money in The Bank winner and a Royal Rumble winner.
Over the past 2 years he has been teaming up with Cesaro as the remarkably excellent tag team The Bar, but could WWE be doing more with him?... Yes.
After 2 years together and four Tag Team Championships, it is probably time that The Bar team up for the last time. I mean sure, they have been arguably WWE's best tag team of the last two years, but both Sheamus and Cesaro still have much left to accomplish on their own.
While WWE have yet to hit the glass ceiling with Cesaro as a solo star, Sheamus despite having had an incredible solo career, still has much to offer.
Sheamus has had some nagging injuries over the past year that some are even claiming may cut his career short, but if so, that is all the more reason to act on him now. i don't see him winning another Royal Rumble, but main event matches and WWE Championship matches shouldn't be out of the question.
As a former multi-time World Champion, Sheamus has yet to step into the ring one on one with fellow SmackDown stars like AJ Styles and Shinsuke Nakamura, and another series of matches with Randy Orton would be entertaining.
I don't know if WWE plans on breaking up Sheamus and Cesaro anytime soon, but the two really need a change, especially of their current booking.
Ever since they were moved from RAW to SmackDown in April, The Bar have barely appeared on SmackDown and for the past few weeks have competed in dark matches before SmackDown Live begins.
You know things aren't going very well when you lose to a team who only exist to put others over.
