#3 Finn Balor - Heel
Finn Balor is currently on a break from WWE after getting married, and he could be away for a while.

The former Intercontinental Champion's last match before his break was at SummerSlam when he faced off against "The Fiend" Bray Wyatt, which he lost rather quickly.
When Balor does return, WWE should turn him heel, much like his persona back in NJPW, where he was the leader of the notorious Bullet Club faction. Balor has been a babyface throughout his main roster run and it's time to give his character some life by turning him heel.
Backstage at SummerSlam, he met up with his former Bullet Club friends, Luke Gallows and Karl Anderson, as well as former Bullet Club leader AJ Styles, who are now called The OC.
The OC invited Balor to join them which hinted at a possible heel turn for the former Intercontinental Champion. This would be a great move by WWE as there are no heel factions over on RAW, while turning Balor heel could possibly set up some fantastic matches with current Universal Champion Seth Rollins over on the red brand.
