He is one of the biggest Hollywood celebrities right now and has major star power. If the 'Brahma Bull' returns at the Royal Rumble, it definitely will provide WWE with some significant boost in star power and ratings which they desperately need.
Some rumours claim that the initial plan for the Royal Rumble was for The Rock to win and challenge Roman Reigns for the Universal Championship at WrestleMania 35, but that plan was scrapped due to Roman Reigns' leukaemia.
But it doesn't mean that WWE can't pit the 'People's Champ' against any other superstar. He could win the Royal Rumble and face Lesnar or Bryan for their respective World Titles, OR he could face a young superstar like Drew McIntyre and help him to solidify his position as a main eventer.
