It often occurs in a company so big as WWE that even the top bookers of the company fail to notice minor numbers. Given that Naomi has been pushed in the undercard, WWE may have not looked at her recent pay-per-view record. Another thing to note here is that many of these losses came in multi-woman matches. Thus, WWE Creative might not have noticed the losing streak.
They have continued booking Naomi in a positive manner ever since she moved over to RAW in the 2019 Superstar Shakeup. She had overcome the challenge from the Women's Tag Team Champions in singles matches. But, WWE has booked Naomi in a multi-woman bout once again at the upcoming Money In The Bank pay-per-view. This move will most likely take her PPV losing streak to 8.
