Brock Lesnar dethroning Bobby Lashley to regain the title would be the worst-case scenario. It could be argued that despite Lesnar's popularity as a babyface, fans would rather see AJ Styles or even Austin Theory pick up the WWE title over The Beast Incarnate.
The reason for this is the context. Brock Lesnar lost the WWE title to Bobby Lashley at Royal Rumble, and went on to win the Men's Rumble match himself. That should have been enough to secure the Reigns vs. Lesnar match at WrestleMania, and it did.

But WWE decided to take it a step further by adding Lesnar into the Elimination Chamber match - a completely unnecessary move.
The title vs. title bout is a bad idea, no matter how much WWE wants to elevate Roman Reigns. It will be his seventh WrestleMania main event, and it shouldn't come at the cost of Lashley.
Bobby Lashley retaining the WWE title would be a far better scenario than Brock Lesnar winning it back to make the bout against Roman Reigns title vs. title, winner takes all. Lesnar is an all-time great, but it appears as though he is one of only two stars who the company intends on making, while others are perceived as "lower" than them.
