#2 Shouldn't - Both Seth Rollins and Bray Wyatt cannot afford to lose if they come up against each other
Braun Strowman is going to face Seth Rollins for the Universal Championship at Clash Of Champions. To assume that The Monster Among Men is going to win the Universal Championship is a very long shot. The Architect is fresh from beating Brock Lesnar clean and that victory would not make any sense if Rollins ends up losing his match to Strowman.
So, if Wyatt comes up against Rollins for the Universal Championship at Hell in a Cell, both these Superstars simply cannot afford to lose. Both of them are loved by the WWE Universe and any result would end up upsetting the fans.

Rather than hustling into the match between Rollins and Wyatt, WWE should rather wait for The Architect's momentum to die down a bit. That way, the WWE Universe would fully back The Fiend to win the Universal Championship whenever the time comes.
#1 Should - Seth Rollins needs exciting challengers for the Universal Championship
Barring a brief Universal Championship run for Brock Lesnar, Seth Rollins has been the holder of WWE's top prize for a long time now. In that time, not once a Superstar has looked like a threat to The Architect's reign. Even Strowman doesn't seem to come across as a huge threat to Rollins and that tells you the lack of exciting challengers for the Universal Championship out there.
Rollins is the biggest babyface of the company right now and he needs someone to rival him, that is a top heel. Wyatt vs Rollins has the potential to be the biggest rivalry in WWE right now.
Having The Fiend challenge and win the Universal Championship at Hell in a Cell could set up a long term rivalry between two of WWE's hottest Superstars. Also, Vince McMahon seems to be fully behind Wyatt. You can make that out by Vince's appearances in Firefly Fun House.
