Brock Lesnar is the holder of the most prestigious title of the red brand, but he is a part-timer. He does not appear on Raw regularly, and it is frustrating for the WWE Universe. As a matter of fact, Lesnar never wrestles on Raw, as he only wrestles in selective PPVs. He did not fight at TLC, and his last match was at Survivor Series where he defeated Daniel Bryan.

Lesnar won the Universal title at Crown Jewel which was held over two months ago. He has not defended his title after his victory at Crown Jewel, as his Survivor Series match was a champion vs champion match.

Whereas Finn Balor is a full-time wrestler who performs every week. Balor will show up every week if he manages to win the Universal title. He will undoubtedly defend the title on every single PPV.

The WWE Universe will prefer to see the Universal Champion every week on Raw, and it might increase the ratings.
