WWE follows a general trend every season. It has been the same way for the past few years. A new WWE season begins with the RAW after WrestleMania. Since this episode would kick off the new season, it would receive high ratings. However, after that, the ratings would go down a downward spiral. The ratings would only pick up a few weeks before SummerSlam. The PPVs and episodes between WrestleMania and SummerSlam often receive lower ratings.
After SummerSlam, the ratings would slowly go down again, only to be picked back up at Royal Rumble - the beginning of the Road to WrestleMania. The ratings would increase gradually and peak at WrestleMania. The cycle would then repeat for the next season.
Money in the Bank 2019 is a victim of such a trend. Being the first PPV after WrestleMania 35, it is almost guaranteed that nothing substantial will take place at the event - except the crowning of a new Mr and Miss Money in the Bank.
