Many heel wrestlers like to hunt in packs, and that is why they form stables, so they have others to rely on for help in matches. Even Braun Strowman needed a team after he turned heel recently. It is not the same with Orton.

He is still the lone wolf. It is probably because he thinks that the entire dressing room are his opponents.
He is hunting down wrestlers one by one, and he is doing it alone. It is really good to see a character redefining the role of a heel. He was part of The Authority and Legacy in the past, but not anymore. This new and better Randy Orton is different.
