One thing WWE has managed to do well, not only in this storyline but in general, is to create buzz for WrestleMania 35. if you think about it, this is actually one of the better overall builds to the big show.
For many years this decade, we've seen underwhelming builds. Even the card this year is quite stacked, and WWE has known exactly what to do to create buzz. Announcing Dean Ambrose's departure benefited them quite a bit, and even if they aren't resigning him to another contract, they're atleast getting more eyeballs on the product until he does leave.

Either way, it's truly a shame if he does go, because he feels like a full-fledged WWE star despite all the years he put into independent wrestling. There's also still a lot more money to be made on either end, but ultimately, the decision is his.
