In the entire build-up to the championship storylines after the Money in the Bank pay-per-view, WWE has ensured that the Universal Champion Seth Rollins has remained the center of the story, and rightfully so. Lesnar and Rollins have a history, and WWE has every reason to cash in on that with this scenario.
However, WWE has completely failed to give fans a taste of the WWE Championship since Brock won the briefcase. Kofi has come out himself to ask Lesnar to cash in on him, but Lesnar has never even teased going after the WWE Champion.
Since the contract allows the holder to go after either title whenever they want, WWE could have used this clause effectively to ensure that fans remain uncertain as to whether Lesnar would go back for the Universal Championship, or for the WWE Championship instead.
Judging by Lesnar’s status in the company, WWE should have never handed the briefcase to a man who makes limited appearances on television every year.
