#2 Lars Sullivan
Lars Sullivan finally debuted on the RAW after WrestleMania 35 and targeted Kurt Angle following his farewell speech. Since then, Sullivan has attacked various other WWE Superstars on both the brands. WWE was always high on Sullivan and even planned a huge feud for him against John Cena at WrestleMania 35 but it was nixed after Sullivan suffered an anxiety attack.
It seems the company will still push him to the main event scene as soon as possible. The best way to make Sullivan a main event level star is by putting him in a feud with Brock Lesnar. The Freak would be a dark horse candidate to retire The Beast at WrestleMania 36, which would be akin to a 'passing of the torch' moment, eventually setting Sullivan up to take up the mantle of the monster heel on the roster.

#1 Drew McIntyre
Drew McIntyre is slowly climbing the rungs to become WWE's biggest heel and possibly its biggest star. He is currently the favorite to win this year's Men's Money in the Bank Ladder match, which could definitely make him the new Universal Champion in the future. The Scottish Psychopath has dominated every single star since he has returned to the company.
After losing to Roman Reigns at WrestleMania 35, he has lost some of his momentum. But WWE still has high hopes and want to push him. He would be another good option to retire Brock Lesnar at WrestleMania 36. This win could do wonders for McIntyre's career after the struggle he went through during his first run with the company.
