#2 Better utilization of new talents
There is no doubt about the fact that WWE currently has a huge influx of talent. WWE expands its main roster every year in the WrestleMania season by bringing superstars from NXT. But one of the major issues presently being faced by the WWE creative is the inability to fully utilize the NXT callups.
Barring a few, most NXT Superstars lose their momentum on joining the main roster. They fall prey to a crowded roster having a huge competition and are eventually lost in the shuffle.
The women's division has many promising names like Ember Moon, Sonya Deville, and Ruby Riott. They all started their main roster stint very well but are largely directionless at this point.
With the creation of women's tag team titles, the fresh entries to the main roster will at least have something to aim for, rather than being involved in unimportant storylines. This will give them an opportunity to evolve and improve their credibility before they can target the top championships.
