#2 Heavy Machinery
Upon their arrival on the main roster, Heavy Machinery has been involved in various segments, yet they haven't been used properly by WWE. Although they have competed in number #1 contender's matches, they weren't able to win any of them. They were given a permanent roster during this year Superstar Shake-Up on SmackDown.
There are some rumors that Vince McMahon is high on the tag team and wants to give them a huge push in the tag team division. The first step to their push could be winning the SmackDown Tag Team Championships after The Hardy Boyz vacate the titles. This move would bring the new team on the top of the division.

#1 Luke Gallows and Karl Anderson
There are rumors that Luke Gallows and Karl Anderson will not be resigning with WWE once their contracts expire in September. The reason is similar to that of other Superstars - they haven't been booked properly. Ever since getting separated from AJ Styles during the 2016 brand split, Anderson and Gallows' run in WWE has been lackluster.
While WWE can still change their minds if they push them to the top of the division. Intercontinental Champion Finn Balor has been drafted to SmackDown, so WWE can put the SmackDown Tag Team Championships on Anderson and Gallows to recreate The Balor Club. This way Anderson and Gallows could end up resigning with the promotion.
