#3 Give both brands their respective Champions

SmackDown and Raw possess a substantal amount of talent and the number of superstars on either brand just tells us that the company considers both the shows pretty much equal.
The blue brand has the WWE Champion, whereas the Universal Champion resides on Raw. Since everything is being distributed equally, it sounds quite fair to have 2 different champions for these 2 different brands rather than have one woman hold 2 most important titles of a division.
Yes, WWE played a masterstroke in building Becky's journey on to WrestleMania 35 as The Man defeated Rousey and Charlotte to claim both the belts. As much heroic as that was, it will be a wise move to keep both the belts on their respective brands instead of making Becky hover from red to blue.
Lacey Evans capturing the Raw Women's championship fits in well considering the fact that it will allow Becky to devote all her attention to the blue brand.
