One thing that won't get you over as a babyface is whining that you're the uncrowned Universal Champion when you simply just couldn't beat Brock Lesnar.

Roman failed at WrestleMania 31, he failed again at WrestleMania 34, and then again at the Greatest Royal Rumble. In short, he's had three shots at Lesnar and he's won none of them.
So instead of turning him heel, what does WWE do? They just have him start complaining about WWE management not giving him opportunities, meanwhile he's been in the main event of the last four WrestleManias, so he's had plenty of opportunities.
Right now, WWE is trying to do the Daniel Bryan thing with Reigns, and it won't work.
