WWE rumors suggested that the company were planning a huge surprise for the WWE Universe and interestingly this could have always been the plan. WWE could have decided as early as last Monday that Rollins was winning the Universal Championship and because of this Rollins came out on top on Raw.

Not everything is a shoot and even though this did seem as though it was a spare of the moment decision, the company could have decided that it was time to take the title from Brock because his future is undecided and present and now it's time for Rollins to show the world what he's made of as the Universal Champion for the first time.

WWE didn't seem to have a problem with anything that Lesnar or Rollins were doing at the time which means that it's likely that it was all planned.
