#2. No buildup in current storylines
There was hardly any buildup in any of the ongoing storylines with most of the focus going to the returning legends. Samoa Joe got beaten clean by Roman Reigns for some reason, halting his momentum, while all Braun Strowman got was a short squash match.
The Rollins-Styles match and segment was good but it was not the beginning of a rivalry since WWE have other plans for both men at SummerSlam.
#1. Most of the legends segments were forgettable
A lot of the legends segments on RAW were quite forgettable, other than Stone Cold Steve Austin's brilliant promo which closed off the show. Some of the 24/7 title segments with legends backstage were pretty good but a couple, including the Melina and Alundra Blayze segment, were not great.
There was also the segment where Sgt. Slaughter, The Hurricane, RVD and Kurt Angle came out during the Mysterio vs. Zayn match. All they did was come out and stand there for the rest of the match.
There was no segment that will be spoken about by fans years later like The Rock's return at RAW 1000.
