#2 Shinsuke Nakamura
Shinsuke Nakamura had a very successful run in NXT during his debut in 2016 and became NXT Champion twice before arriving in the main roster. He debuted on SmackDown after WrestleMania 33 and had various feud until he reached the WWE Championship picture at Summerslam which wasn't able to win.
He won the Royal Rumble next year and faced AJ Styles in a dream match at WrestleMania 34 but once again failed to win the title. Soon he turned heel and became the United States Champion. Recently he formed an alliance with Rusev which has put his stature down as a top star in WWE. He could be planning to go back to NJPW or debut in AEW.

#1 Robert Roode
Formerly known as Bobby Roode, Robert Roode was one of the top stars of NXT. From his entrance music to his character everything about him seemed perfect. As usual, WWE failed to utilize Roode properly on the main roster. He debuted on SmackDown and later became United States Champion but his reign was really short.
After that, he was drafted to Raw where became Raw Tag Team Champions with Chad Gable which he lost just before WrestleMania 35. Recently, WWE changed his name and look which could lead to a mid-card push. But this is not what Roode had expected and he could be looking to go back to Impact Wrestling where he was the main event star.
