#2 Finn Balor
Finn Balor and Dean Ambrose have been part of the same Monday Night Raw roster since Ambrose was traded to the brand in April 2017 as part of the Superstar Shake-Up.
Granted, the Shield member spent eight months out of action from December 2017 to August 2018 due to injury, but it is still surprising that WWE never booked him in a one-on-one match against the Irishman over the last two years.
Their only televised meeting came in January 2019 when Balor joined forces with Seth Rollins and John Cena to defeat Ambrose, Drew McIntyre and Bobby Lashley in a 21-minute match on Raw.
It looked as though WWE could be planning a Balor vs. Ambrose feud over the Intercontinental Championship in early 2019, possibly leading up to WrestleMania 35. However, Ambrose began to play a lesser role on television after it was confirmed that he would leave WWE, while Balor ended up continuing his rivalry with Bobby Lashley.
