If Corbin wants to become a champion, it's as easy as having someone design a belt. He could very easily force Kurt Angle to recognize the validity of the new championship. Boom, Corbin is a champion.

He could then choose to simply never defend it ever. He'd be the longest reigning champion of all time. But if he wanted to make himself seem even better, he'd defend his title against local jobbers or lower card guys who don't actually stand a chance of beating him.
It would be so easy for Baron to say "I've held my championship for 7 months and defended it 18 times!" even though 16 of those defenses were against local competitors and two of them were against No Way Jose.
Imagine all the things Corbin could do if he just got a little bit more creative.
