Ciampa is not the best heel only in NXT but in all of professional wrestling right now. He can do anything a heel needs to do. He is brutal, egotistic, cocky, obnoxious and most importantly he doesn't care about anyone except for himself.

In my view, we haven't seen a heel like Tommaso Ciampa in years. Him becoming the NXT Champion was the best decision this year, as he's simply that good. He is good on the mic, in the ring and has portrayed how heartless he can be. He has even made Gargano like him.

With that said, Ciampa has been the best heel of WWE in 2018.
