#3. Potentially building another superstar
Now this is something we do admit is the least likely reason as to why Rollins wouldn't be allowed to win. It's clear that WWE under Paul Heyman is in a mode where the focus will be shifted towards the superstars of today and tomorrow rather than yesterday and Heyman knows well that he can utilise Brock Lesnar to eventually build another star.
The whole premise about the "Beast Incarnate" character of Lesnar over the last few years has been that he has been so dominant that there has always been that one superstar destined to topple him off.

While Roman Reigns was pegged for that position, his leukemia last year changed a lot of things and despite Rollins being "the guy" for now, WWE may want to build another major superstar in the coming year or so.
It may not even be a babyface - it could even be a top heel.
