While the obvious answer is for entertainment value and to jump start a love triangle storyline, the decision seems bizarre given the fact that Lana and Rusev are married in real life

That's what makes this storyline so polarizing. It's the fact that the WWE Universe knows that Rusev and Lana are married, but are watching 'The Ravishing Russian' kiss another man while Rusev looks on in bewilderment.
