#5 Pual Heyman
Pual Heyman is wrestling royalty; the man can do anything he wants and that too to perfection. Whether it's on commentary, in an interview or cutting a promo, Heyman is the best in the world right now. And the fact that WWE has not already considered giving Heyman the job is sort of an insult, as there is no better candidate for the job. Moreover, it would be totally believable to see Heyman in this position considering his on-screen ability to convince the higher-ups to do his bidding.
WWE wants a new era on Raw. And Baron Corbin certainty isn't going to bring about that change, buts an excellent character like Heyman would be a welcomed sight on Monday Night Raw.

Raw has had its fair share of terrible general managers in the past who seem like they don't know how to even play their character's, but with Heyman, this entire problem is solved. The perfect man for the job, if WWE is considering replacing Angle for good Heyman should be next in line for that position.
