#2. Jeff Hardy
Jeff Hardy is one of the most entertaining wrestlers of the past generation, but with his style came a substance addiction that he has struggled with for the bigger part of his career. Hardy has violated WWE's Wellness Policy a number of times and was released from the company in 2003. The reasons given for the release were the stars erratic behavior, drug use and refusal to go to rehab.

Hardy has since returned to WWE numerous times but his legal issues have continued. Hardy was arrested in 2009 for "controlled prescription pills and possession of anabolic steroids" and was sentenced to 10 days in prison.
The former World Champion was arrested in July 2019 for public intoxication whilst still contracted to WWE, then arrested again in October last year and charged for charged with driving while impaired.
WWE even decided to add Hardy's recent legal history to his storyline with Sheamus since he was arrested for a hit and run on Elias a few weeks ago on an episode of SmackDown. In a nice twist, however, it was revealed that Hardy was actually clean and simply framed for the crime by the Celtic Warrior.
