#2. Samoa Joe

Samoa Joe, just like Big E, is an extremely athletic and charismatic big man. He's been treated as one of the most dangerous men in the company and has routinely challenged for both the Universal Championship and WWE Championship.
He initially joined WWE in January 2017 when he attacked Seth Rollins following the Royal Rumble. Joe was aligned with Triple H as Rollins was slotted for a showdown with "the Game" at the Show of Shows that year.

During his time on RAW, he challenged Lesnar for the Universal Championship twice but failed in both his attempts. When he moved to SmackDown last year, he faced AJ Styles three times for the WWE Championship and lost on each occasion. He also recently failed in his bid to dethrone Kofi Kingston at Extreme Rules. Another shot (and probably a loss) awaits Joe in a Triple Threat match against Kingston and Ziggler at Smackville on July 27th.
I've beaten this point to death, but why should we take him seriously despite his admittedly great mic work if he's always slated to lose in his major title bids? Once again, WWE missed the boat on creating a truly dangerous and believable main event threat.
Instead, he's been fed to Lesnar, Reigns and every other Superstar who holds a title. He did have two short US Championship reigns, but those don't make up for his lack of winning on the big stage.
