Several members of the WWE Universe are quite happy about the pairing of Cesaro and Seth Rollins in a feud on SmackDown, since the two men have already made it public knowledge that they are close friends outside of WWE.
The fact that WWE has planted seeds for a feud now doesn't mean that there will be any kind of feud between the two men heading into the Biggest Show of the Year.

Cesaro could be pushed to win the Elimination Chamber match and then challenge Roman Reigns later in the night, before moving on to a feud with Roman Reigns heading into Fastlane.
This means that it's unlikely Seth Rollins and Cesaro would be able to feud if this is WWE's plan in the future. It could have just been a way for Rollins to garner a reaction following his return and make it clear that he is still considered to be a heel, despite the fact that he changed his entrance theme.
