#3 Finn Balor
The inaugural Universal Championship was already a huge star, as a part of Bullet Club, before coming to WWE. Finn Balor quickly rose to the ranks in NXT before making his highly anticipated debut on RAW. After a lot of ups and downs, Balor has found himself struggling in the mid-card status with no strong storyline as of late.
His weak booking has less to do with his in-ring work, which ranks one of the best on the roster, but his inability to get across his personality with his promos. If not for his Demon King gimmick, he would've failed to get "over" with the NXT crowd. His mic skills are just ordinary with no selling point. As charismatic as he is in the ring, his weak mic skills don't do justice to it.
A heel Balor with a stable similar to Evolution would be perfect. His promos in NJPW were great because the villainous gimmick gave him a lot of space to make his mic skills better.
