The most obvious choice is the founding leader of the Bullet Club, Finn Balor. The former Prince Devitt has been the NXT World Champion for quite a while now and his main roster arrival should not take much time.

What better way to make an impact on Raw than as part of the hottest stable in all of pro wrestling right now?

Balor has been performing as a heel in live events which might be a precursor to his role in the heelish Bullet Club stable. Besides, Anderson and Gallows have never been the leaders of the Bullet Club for a sustained period and the stable cannot survive without a confident leader and Balor fits the bill.
