#3 Make it an old-school bloodbath!
Vince McMahon might have accidentally given the green light to his participation in this angle for Owens and Shane to see plenty of red at Hell in a Cell. Kevin Owens hasn't bladed in WWE so far, although he has been busted open before.
His debut match in NXT against CJ Parker actually saw KO "get the colour" when he took a palm strike to the bridge of the nose causing Owens to bleed like a stuck pig for a bit.

Blading in WWE is a huge no-no at this point. But some would say it's allowed if WWE doesn't acknowledge it actually happened. WWE says Vince McMahon didn't pre-blade himself before the KO headbutt segment which saw him bleeding a very specific amount in extremely convenient fashion.
Rumours suggest that Vince did pre-blade and just covered it with something like Vaseline which was obviously ruptured via Owens' stiff headbutt. However, WWE isn't admitting to anything.
No matter how it happens, KO and Shane-O could get bloody. Owens has bladed before in his career, so if he received the go-ahead to cut himself a few times to add drama, he probably would. Shane McMahon would certainly do the same and probably wouldn't mind doing a few more things other WWE Superstars aren't allowed to do like take a chair shot to the head.
The Prizefighter vs The Money is expected to main event Hell in a Cell so that nobody has to go on after this stuntfest. Therefore, if these two wild and crazy guys bleed all over the mat, at least nobody would have to worry about wrestling in the aftermath.
