#4 Dolph Ziggler
Dolph Ziggler could have been the Shawn Micheals of the modern era. This man's in-ring skills, combined with his excellent eye for character detail, might be unmatched. However, Ziggler has not hit his peak with WWE, and that is an issue fans have complained about for years.
So, let's cut to the chase here, a highly motivated Dolph Ziggler in NXT would be lightning in a bottle. Ziggler has the ability to take any piece of material the creative team sends his way and craft it into something so entertaining that fans have to take notice.
Now, imagine what the NXT creative team could do with this man every week. If WWE wants to compete with AEW, and possibly beat them in this new "Wednesday Night War", then Ziggler would be a key player in accomplishing that feat.
The NXT creative team could slot Ziggler into any primary narrative on the show and The Showoff would elevate it. From possibly teaming with The Undisputed Era to contesting a white-hot Velveteen Dream, Ziggler could make NXT must-see, and in my opinion, WWE should take that chance.
