#3 Mojo Rawley
Mojo Rawley arrived on the main roster during the 2016 brand split. He teamed with his NXT partner Zack Ryder right away until Ryder suffered a knee injury. Then Rawley moved to singles competition, his biggest accomplishment occurred at WrestleMania 33 where he won the Andre The Giant Memorial Battle Royal with some help from his friend Rob Gronkowski.
But his push never continued, when Ryder came back the duo teamed once again. They lost too many matches until Rawley turned heel and attacked Ryder. He had some backstage segments recently talking to a mirror. If WWE is seriously considering Rawley as a big player then he should be sent back to NXT for some improvements to his character.

#2 Chad Gable
Chad Gable arrived with Jason Jordan on the main roster during the 2016 brand split. They revolutionized the NXT's tag team division and same was expected on the main roster. They even became SmackDown Tag Team Champions. Then a year later Jordan moved to Raw and Gable formed a new tag team with the returning Shelton Benjamin.
Even this partnership ended last year after Gable was moved to Raw, he then began teaming with Bobby Roode and they won the Raw Tag Team Titles until Gable once again moved to SmackDown. WWE has never been too high on Gable, but he is a great in-ring performer. He needs to go back to NXT and develop a new character which could make him a singles star.
