With Bayley taking on Ember Moon and Becky Lynch taking on Natalya there doesn't seem to be anything for Alexa Bliss to do on the card so why not let her finally turn face and reveal herself as the opponent to Charlotte Flair at SummerSlam.

This not only allows WWE to move forward with the face team of Nikki Cross and Alexa Bliss in the Women's Tag-Team Division but it also lets them make use of two multiple time women's world champions on a big show like SummerSlam.

Sure Alexa Bliss has her detractors and that'll likely never change, but I'd wager that Flair and Bliss battling for bragging rights will be a decent addition to the card, especially if Cross and Bliss are given a PPV spotlight to continue their ongoing relationship and storyline which has been mostly 'hit' so far.
