#4 WWE doesn't want to disrupt Kingston's and Rollins' momentum

Right now, Seth Rollins and Kofi Kingston are at the respective best moments of their careers and both of them are currently the faces of the company. So, forcing Reigns into the title picture might mean demoting any of the current champions, which will definitely face some backlash from WWE fans all around the world.

This could really be a possible reason for not putting Reigns in the title picture. Everyone knows how little we see Reigns being pinned clean, and if he is involved in a match against Rollins or Kingston, Vince wouldn't want his favorite superstar to lose. Also, both Seth and Kofi are faces at the moment and Vince doesn't seem to really like a face vs face battle.

#3 To push other superstars through Reigns

This could be another possible reason for Roman not being involved in the title picture. Even if he isn't involved in anything of substance, the Big Dog is a top draw superstar who can attract the masses and so, if he feuds with any superstar on the mid-card, that superstar will get a lot of attention from the WWE Universe.

This is what WWE could have tried with the feud between Elias and Roman: trying to push Elias as a top heel. Also, his feud with McIntyre really set up the Scottish Psychopath as the premier heel of the company. Maybe this is what WWE will continue doing with Reigns' character until he is involved in any title picture.
