This would be a strange decision, but could certainly happen next week
The backlash has been immense thus far. A lot of fans are angry with WWE for taking the Intercontinental Championship off the company's most popular babyface. Maybe the company will listen to its fans and give them what they want. Maybe Rollins will recapture the prized Intercontinental Championship.

If Ziggler were to lose again, it could cause McIntyre to snap. Remember how Ziggler was the first man eliminated in the Tag Team Battle Royal recently? This could certainly be the straw that breaks the camel's back.

I can totally imagine Rollins regaining his Championship, leaving Ziggler in a heap. And then McIntyre attacks Ziggler, for disappointing him time and time again!
