#3 Titus O' Neil
One name which has been absent from WWE Programming but that is always present at WWE events is Titus O Neil. The former Prime Time Player has had limited in-ring appearances this year and was a part of one of the most famous botches of the year at the Greatest Royal Rumble pay-per-view in April.
He has shifted into a manager's role over the last few years and was the leader of the faction 'Titus Worldwide' which consisted of Apollo Crews, Akira Tozawa and had Dana Brooke as its statistician.

The WWE probably don't consider him as a regular performer who could work matches every week anymore, so handing him the position of GM could be a great way to give him some time on television. O Neil is also a face, which could freshen things up on RAW, where things have become a bit stale as of late.
