#2 Alexa Bliss' supernatural background may not have fit with other subplots in the Royal Rumble match
As mentioned earlier, there were technical limitations to what Alexa Bliss could do in a crowded environment inside the Women's Royal Rumble match. On top of that, Alexa's current storyline is a major yet completely isolated storyline on Monday Night RAW.
An important reason why her gimmick is a thing of its own is that supernatural acts don't particularly mix well with the usual WWE storylines. A Royal Rumble match is where multiple subplots cross over in the grander scheme of things, and Alexa's presence could have complicated what WWE was trying to achieve every minute.

Before Alexa Bliss arrived as the 27th entrant, the Women's Royal Rumble included slapstick segments featuring Billie Kay and the entire 24/7 title scene, among other storylines.
By the time Bliss arrived, it was already too late for her to shine, and WWE had to set up the "final three" angle between Charlotte Flair, Bianca Belair, and Rhea Ripley.
As a result, this might have been a classic case of WWE being unable to find a perfect role for Bliss in the overall landscape of this year's Women's Royal Rumble match.
