#3 There's already a heel Champion on the other brand, so having Randy Orton win the WWE Championship would have probably undermined the current WWE Universal Champion
There is no doubt that Randy Orton would have made a fantastic WWE Champion but at the same time, one also has to remember that the Universal Champion Roman Reigns is midway into perhaps the best run of his entire career. To have Randy Orton become the WWE Champion on one brand, doing almost the same thing as Roman Reigns on the other, with a few subtle differences, would have just been overkill in every sense.

Roman Reigns, too, shows no remorse for those he loves, and this was amply evident in the main event at Clash of Champions 2020 where he defended the WWE Universal Championship against his cousin, Jey Uso. Randy Orton did much the same thing with Edge and then with Ric Flair not very long ago. Honestly, Randy Orton may just have done such a phenomenal job as a heel Champion that he would have outshone Roman Reigns.
