Roman Reigns has retained his Championship gold against Goldberg because it seems like WWE has realized that fans don't like part-timers as Champions and would instead want them to see them fight in a non-title scenario.
#1. Reigns' Universal title reign could not have ended like that
As earlier mentioned, The Tribal Chief has held the title for quite a long time. It is a historic title reign and has embedded Roman's name as one of the greatest Champions of all time.
With such immense significance, it would have been a disgrace had he lost his title to Goldberg at the Elimination Chamber. Though the Hall of Famer is a legit superstar to dethrone Reigns, their match at Chamber had no buildup whatsoever.
Thus, it was best that Roman Reigns' monumental title reign didn't come to an end in a random match with little to no buildup.
