Ever since Bobby Lashley came back to WWE, his run too turned out underwhelming. He was a white meat babyface and fans realized that he just didn't cut the role. Adding Lio Rush undoubtedly helped him move further, and he finally turned heel.
It seems like WWE was just waiting for the right time, and on RAW, they decided to pull the trigger and make Lashley champion. He's been long overdue for a title run.

Bobby Lashley may not have instantly become a main eventer again upon his return. But one thing for sure is that he was always featured as a top-level star, and 2018 was jam-packed with other superstars getting pushed and being in the main event scene.
Vince McMahon has always loved Lashley, and he probably felt that this was the right time to start giving him another title push. Expect big things from Lashley.
